Since the reform and opening up, China's economic development has made remarkable achievements, regardless of the total economy or residents' income significantly improve the overall national strength also make our country a place in the world powers. Throughout the thirty years of development, China's economic growth path has been dependent on the secondary industry or the rapid development of industry, extensive industrial development gradually make our country from the original agricultural country into an industrial country, even in the global trade division plays the role of \Divided in the three industries, compared to the primary industry of the land and the tertiary industry manpower is absolutely dependent on the organization of the secondary industry is unique, has a great degree of freedom in the production of temporal and spatial, regional is easy to form part of the combined effect of imbalance between development, and that's where the real problem of China's economic development has encountered. After 30 years of the process of industrialization, the inter-regional industrial agglomeration has taken shape. Benefit from regional policy to promote a higher degree of concentration of industry in coastal areas, the various elements will flow to these areas, the formation of economic growth pole, while the central and western regions, industrial development is lagging behind due to various factors, with the central and western regions in contrast to the relative abundance of the level of resources. In the beginning of the economic development, this imbalance can produce a certain socio-economic effect, but today, this has become the bottleneck for further development of China's economic and social disharmony, and to a certain extent. Therefore, an important issue facing our country is how to nationwide industrial re-layout or partial adjustment. In this paper, through the analysis of the theory of industrial clustering effect, especially for the detailed interpretation of the two-zone model of Krugman, an empirical model analysis of the impact on China's regional industrial agglomeration effect of various factors, to study the impact direction and the degree of impact. The empirical conclusion to the economic geography on the one hand, the scale of increasing transaction costs the corroboration from China, on the other hand, also confirmed the two-zone model of Krugman drawn in different modes of transport costs, the conclusion of the level of wages and industrial agglomeration effect relationship, of course, also on economic policy made a positive impact on industrial agglomeration empirical test. Finally, on the basis of theoretical and empirical analysis of the next industrial layout planning to make policy recommendations.
