Science and technology are primary productive forces, scientific and technological progress is today the most important social and economic development driving force. With the continuous advance of economic globalization, the pace that the regional economic directly involved in the global competition is accelerating, regional technological innovation to enhance regional competitiveness has become the decisive factor. To establish an effective level of scientific progress evaluation system to evaluate the level of technological progress, it is conductive to grasp the overall scientific and technological innovation, and to provide a scientific basis for the development of regional economic development policy. This article takes Shaanxi Province as the research object to establishe the level of evaluation index system of scientific and technological progress, and to evaluate the level of scientific and technological progress in Shaanxi Province. Main work and the conclusions are as follows.Firstly, This paper uses R cluster, factor analysis and Granger causality test to screened the evaluation, and establish Evaluation Index System of scientific and technological progress in Shaanxi Province; Second, empowerment by maximizing deviation method for determining the weight of each index, and based on gray correlation analysis method calculates the scores of each index, then establishes the evaluation model of the level of technological progress; Finally, the paper estimates the level of scientific and technological progress in Shaanxi Province between 1999-2008, and according to the actual status of uncoordinated between technology and economic development in Shaanxi Province, combined with restricted development factors in Shaanxi Province puts forward to policy recommendations of promoting technological development for Shaanxi Province.Through the above work, the paper concluded that: First, uneven development in Shaanxi Province, the level of science and technology investment is inconsistent with the scientific and technological output capacity, technology investment and technology to economic growth and social progress of capacity less relevant. The reason is that the technological advantages of Shaanxi Province is the strong high-tech advantages of national prestige of the national defense, it is difficult to achieve rapid industrialization and civilian, and very limited to promote the role of economic growth in Shaanxi Province; Second, there is a stronger impact of positive correlation between the science and technology output and the technology to economic growth and social progress, which is indicative of the science and technology are primary productive forces, and technology to promote economic and social development has a huge role.①
