The Analysis of Economic Efficiency of the Water Resources Management of Shi Yang River’s Downstream

The Shiyang downstream is a serious water shortage in the resources area . Especially in the Hexi Corridor, the northeastern part of Minqin County , East, West , North on three sides by the Tengger Desert and Badain Jaran Desert surrounded by only the south is only influent channel . Minqin County, south of the water flow from the upper reaches of the Shiyang the Qilian , Qilian Mountain water conservation capacity in recent years to reduce combined inflow midstream after extensive use , the real surface water flowing into the Minqin area is less of another surface water can not meet the needs of the local population , so local people have to go through channels such as drilling wells for water exploitation of groundwater , resulting in falling water tables , a serious shortage of water resources , water quality deteriorate further , between the middle and lower reaches of the contradictions of the water , between industry and agriculture prominent, already constitute serious constraints and the potential threat to the sustainable development of the county economy . In this study, the economic benefits of water resources governance theory to support points , determine the the Shiyang downstream economic benefits of water resources management evaluation system , the combined the Shiyang downstream region in recent years, the distribution of industrial water consumption , the use of AHP to determine each the weight ratio between the industrial structure the Shiyang River downstream areas of agriculture , industrial , ecological and domestic water score value calculated on this basis , and its value with the Shiyang focus on governance planning the actual and predicted values ??are compared , concluded that the actual and predicted values ??are basically the same , the actual situation of the local economic development .
