Traffic supply and demand are the two most important part of the city transportation system is an open complex giant system , the balance of the coordination of both healthy and rapid development of urban transport premise . Due to the many factors affecting the supply and demand of urban traffic and changes over time , resulting in urban traffic supply and demand relationship is often in a non-equilibrium state, resulting in traffic congestion . Therefore , the study has important implications for urban transport planning theory has a fundamental role in the supply and demand relationship . In view of the problems faced by the status quo of urban transport development , pointed out on the basis of theoretical defects of traditional urban transport planning , proposed the theory of non-equilibrium transport planning should be used to guide the practice of urban transport planning , to determine the non-equilibrium characteristics of urban traffic supply and demand for research ; First of all , on the basis of analyzing the basic theory of urban traffic supply and demand , the use of the economics of supply and demand equilibrium concept analysis of supply and demand balanced connotation of urban transportation and its dynamic evolution , pointed out that the special status of a balanced non- balanced ; Secondly, the travel market in the context of the market regulatory mechanism for analysis ; Furthermore , the establishment of the travel market model , the use of variational inequality of urban traffic supply and demand equilibrium and non-equilibrium uniformity description and analysis of non - equilibrium solution characteristics ; then , the establishment of non-equilibrium transportation supply and demand based on time and space resources base year degree model to describe the urban traffic supply and demand , the degree of non-equilibrium case ; Finally , this paper presents the countermeasures of to coordinate urban traffic supply and demand , that pending further study of the problem . The case studies show that the base year traffic based on time and space resources supply and demand model non - equilibrium degree of operability and provide decision-making reference for urban transportation planning and management department , has a certain theoretical and practical significance .
