The Research on the General Performance Appraisal System Inside Military Hospitals

Background: Military hospital is responsible for the health care tasks in both peace and war times. Its runing mechanisms are different from that of civil hospitals while playing the same role in public health services and social medical ensurances with the latter’s. With the deepening of medical system renovation, the military hospitals should deal with all the accompanied difficulties by naval thoughts and methods to strengthen administration, debase cost, improve quality, enhance service level and promote its core competitiveness. To achieve those goals, it is necessary to establish Performance appraisal systems. Currently, the researches on such fields in military hospitals are hardly enough for factual implementation. This paper established a new kind of internal Performance appraisal system for military hospitals and applied them into the administration process which is important for the military hospital to adapt to the new situations and work well for both military and civil services.Materials and Methods: Based on a wide-spread retrieval of related materials home and abroad on hospital performance appraisal, this paper provided a primary military hospital general Performance appraisal system with a specific investigating method, objective and contents. After three rounds of professional consultation of selected three hospital administration departments and 50 middle leaders of them, four Performance appraisal items are decided according to Delphi method, key element method, Clustering analysis and coefficient variant method which include 24 factors that has proclivity, sensitivity, representative and individuality. Their relative weights are determined by establishing a matrix through analytic hierarchy process. At the same time the reliability and consistency of the results are checked. Statistical analysis deduced three-dimensional evaluation framework, checking point, research design, technique pathway and the source, the path and method of how to get the data. And finally we established the internal Performance appraisal system for military general hospitals.Results:①Established the internal Performance appraisal system for military general hospitals which could be served as a tool in evaluating clinic departments of military hospitals. Good scientific and practical results had been achieved by carrying out;②The weight of each hierarchy evaluation items are determined which could reflect the characteristics of every items and further to ensure the accuracy of the results;③According to this system, the general evaluation index method could be used to estimate the performance of clinic department with a strong compatibility and proclivity that could be accepted by the leaders of hospitals, administrative departments and clinical department directors.Conclusion: This research result provided an evaluation tool for performance appraisal of military hospitals under new situations which is positive in some degree for the wide-spread usage of the scientific administrative measures in military hospitals and could be used for reference by other Performance appraisal methods. The administration theory of military hospital could be sampled and developed through the wide application of Performance appraisal system.
