Along with the deepening reform of the allocation of local leadership, distinctive effect has been taken with the scientization and institutionalization of the leader group allocation of local party and the government administration. An investigation to the leader group of county level in W city shows that numerous problems exist in the leader group allocation of party and government administration, such as, inchoation of the age structure and professional knowledge structure, less powerfulness of the whole function of the leadership, less standardization of the selection and appointment system. All these affect the exertion of authority of the core leadership of the local party official over the development of economy and society. This thesis put forward the strategies of consummating the group allocation of local party and the government administration, which are based on the analysis of the current situation of the group allocation of local party and the government administration, problems in existence and their reasons in W city.Five measures have been put forward, including standardizing rationality and validity of the leader group allocation of local party and the government administration, innovating the mechanism of the assessment and estimation of cadres; optimizing the framework of leader group of the party and government administration and enhancing the whole function, selecting youthy cadres with great efforts and forming trapezium structure of age, paying attention to the selection of cadres of higher knowledge level, forming complemental structure of specialty, arranging rationally the cadres of different personality and forming complemental structure of temperament; assessing comprehensively, estimating scientifically, advancing performance quality of selection and allocation, ensuring scientificity of selection; strictly enforcing the discipline of selection, constructing correctitude ethos of the selection and staffing environment, detailing the measurement of accountability; strengthening daily management, consummating quit mechanism, and preparing for both promotion and demotion.This research subject mainly adopts documentation method, questionnaire method, interviewing method, and other scientific methods.
