With the rapid development of the national economy, significant increase in power load, a lot of nonlinear loads have been widely used in power system to promote production, so that there have been great changes of voltage and current.The power quality has been more and more deterioration, which affects the equipment of power made, provided and used for safe and stable operation seriously. Obviously, that increased the loss of network, reduced life of the equipment, and resulted in annual economic losses of hundreds of millions, so that is a major technical problem. Need to solve urgently.At present, the power quality monitoring and management on the construction of domestic power just was putted into the implementation, so the level varies greatly among the equipment of power quality monitoring and management.Although there were many experimental units, there lacks appropriate technical standards and uniform system planning. A large number of difficult problem exist, such as device communication interface confusion, the big difference in function, the system maintenance, poor scalability.The research begins from standardization and harmonization of planning, based on IEC61850, IEC61970 and other international standards. First, the data platform should be established which was on the basis of integrated and comprehensive. Second, the Power Quality Monitoring and Management System, Should be highly scalable in building, maintainable, and openly. That will is conducive to sustainable development of efficient power quality monitoring, management and governance.
