Research on Integration of Relay Protection and Stability Control Based on Wide-area Information

At present,power system relay protections and stability control devices are independent of each other,there is no information exchanging,coordination and cooperation between them. Some large power grids event about cascading failures show that,the mismatch control between relay protection and stability will lead to serious accidents. Therefore, It is critical important to research on how to coordinate the stability control and the relay protection to ensure the security and prevent the emergence in power systems.In this paper,the problem of the integration in protective relay and stability control in wide area information system will be approached. The main contents are as follows: Firstly,the integration in protective relay and stability control in wide area information system was summarized. Then,the structure of the integration in protective relay and stability control in wide area information system was built and their functions have been introduced. In addition,some key issues about this system to achieve the integration was solved.Secondly,information of the integration in protective relay and stability control in wide area information system was based on IEC 61970 information platform. On the foundation of EMS / SCADA in wide area information, WAMS and fault information system based on the IEC 61970 standard combined three existing wide-area collection system of information to a new integrated information platform to achieve the information communion and integration. Integrated information platform provide a complete data for decision-making levels to make a support of the integration in protective relay and stability control in wide area information system.Thirdly, used Multi-Agent hierarchical structure to achieve the integration of relay protection and control system and stability control. The centralized, distributed and Multi-Agent structures of the advantages and disadvantages were introduced. Then stratified Multi-Agent architecture to achieve the integration of protective relaying and stability control systems,and introduced the Local Agent control in power station control and center Agent control in dispatching center to achieve optimal control of the whole system.Last,the dispatching data network based on the value of a single management system was developed. It was able to set the value to the process in a single management and create the generation of XML documents and their digital signatures after deriving the value from the database,achieved the cross-transmission of the separation of network security devices from the scheduling data network security zone III to the security zone II. The dispatching control center generate a single value can be issued directly to the destination power station, and the use of a series of measures such as non-reversible encryption,digital signature to strengthen the security of the system.
