The hydraulic turbine governing system is an important component of the hydropower station, and the hydraulic turbine governor is the core of hydraulic turbine governing system [48]. The qualities that the governor performs count for much of the security and economy of the hydraulic turbine generator, even of the electric energy quality and stability.In order to test its performance and characteristic when the governor is dispatched from the factory, handed over and overhauled. A tester of governing system Based on DSP was developed. It adopts TI Company TMS320F2812 chip as the key processor and connect with PC through USB2.0 interface. Under the environment of windows, the tester can automaticly analyse the experiment data and produce figure report form. All analog sample passway of the tester is isolated. Frequency and analog measuring has joined 2 grades of analog and digital filters. Also a new sample computing technology has been adopted to reduce sampled value into true analog quantity in a most succinct way.This Text has obtained the input and output signals and characteristics of the tester from the analysis of hydraulic turbine governing system. According to these signals and its characteristics, The analog sample circuit, frequency measure circuit , switch amount input circuit, frequency take place circuit,USB communication circuit have been designed. And On the basis of simulatiuonl modeling,The test procedure has been written according to national standard requirement of hydraulic turbine governing system experiment.The test gather the leaf signal, paddle signal, water pressure, the current of stator, the frequence of hydraulic turbine generator, and the frequence of the electric wire netting in real time,then transmit the data to Personal computer and draws the curve of signal. The tester calculates the result and provides the experiment report automatically. Some times it simulate the generating set or generating set + relay device to calculate the frequence of hydraulic turbine generator then output the frequence signal to governor. In the close ring system, the governor carries on the dynamic test.It is proved that the tester can well complete all kinds of hydraulic turbine governing system experiment and electric wire net Synchronism experiment. It is reliable that the tester is steady. 12 ADs sample, in 45-55Hz, the frequency outputing and measuring error is smaller than 0.001Hz. With 7 samples at the same time, the maximum speed can reach 3K a sampled point per second, so it can also meet the demand for transient state analysis in the power system.
