Since 21st century, with the rapid development of urbanization in China, the population, energy, environment, traffic and other issues of "urban diseases" have emerged in cities in China constantly, which have been the constraint to the further development of the cities in China. To solve these issues, in line with the scientific concept of building a conservation-oriented city and taking the path of sustainable development, expanding and utilization of the underground space have been a feasible method more and more accepted by people.This paper mainly focuses development,utilization and construction of the urban underground space of Putuo District, through a comparative analysis on Utilization of the city’s development to examine the achievements and shortcomings of Putuo District Urban Underground Space Development and Utilization. This paper argues that the development and utilization of urban underground space of Putuo District lags behind the overall development of Shanghai,which has adversely affect the development of construction of Putuo District, the Putuo District government must increase efforts to improve the utilization of underground space development.Based on the concept of urban underground space and characteristics of the research, this paper argues that the product of the development and utilization of urban underground space mainly include social utility products, the effect of government on the development and utilization of underground space in the city can not be ignored and dispensable. In this paper, the theory of public goods, emphasizes the government’s important role in the development of underground space in the city, and make policy suggestions to improve the measures for administration of the development and utilization of urban underground space of Putuo DistrictIn the research methods, the article mainly used literature research method and visiting survey method. Specifically:1. look up the books, journals, networks of the development and utilization of urban underground space, understanding the status and trends of the development and utilization of urban underground space in the city in china and the world comprehensively2.visiting the relevant functional departments of Putuo District to collect relevant information in the district.3. ask the comrades who go in for the underground space management for many years of the civil defense system to understand the site conditions of the development and utilization of underground space, Putuo District, Strive for comprehensive and accurate data.Perspective on this paper is provided with new ideas. This paper focuses on conducting research on the urban development and utilization of underground space in local area and improves the local area in the proposed construction, builds policy recommendations on the overall care, provides examples on the development and utilization of urban underground space of the local area and other cities. So this paper has some reference effect.With the enacting of "Regulations on the Safety Management of the Development and Utilization of the Urban Underground Space of Shanghai" in 2010, the range of the management of Civil Defence Department on underground space has been extended from civil defence projects to all urban underground space projects. Therefore, the overall study and analysis of the situation of the development and utilization of the urban underground space of Putuo District contributes practical significance to the development and utilization of the urban underground space of Putuo District.
