The 21st century is the era of competition for talent, how to effectively develop human resources, the maximum incentive human capital is an eternal theme. Junior high school physical education human resources effective management and efficient development, how to activate the existing talent, ingenuity, and how to mobilize their enthusiasm, how effectively the potential of the junior high school physical education teachers, how to build a scientific and rational teacher incentives , which is placed in front of the junior high school physical education system in Dalian City, a topic of great practical significance. The survey questionnaire, literature, interviews and theoretical analysis of Dalian City, 21 schools, 163 junior high school physical education teachers and held talks with the relevant parties, to analyze the existing problems in the teaching and explore, corresponding countermeasures, hoping to help with the revelation sports teaching reform in Dalian City. The establishment of a good teacher incentives, to strengthen and improve the overall quality of teachers at the same time help and inspiration.
