Bidding and tender is the operation of market economy and a highly organized, institutionalized, standardized and specialized advanced transactions, It uses the mechanism of market competition in accordance with the economic and technical evaluation methods to achieve the purpose of merit-based transactions with the characteristics of "open, just and fair".At the same time, It is the international transaction. Since reform and opening up, Bidding and tender of our country has been the cause of the rapid development, continued to broaden its the implementation, obviously.The role played increasingly. As the key link of the whole process,bidding-evaluation is not only the important and complicated all-around work, but also the key whether entire bidding procurement makes the engineering item getting the maximal effect.The evaluation in tender decision-making is a multi-objective, multi-level, the structure of the complex and many factors of large-scale systems, The Bidding-evaluation Decision-making Model is of some significant value for the enterprises to make scientific and rational bidding-decisions.On the base of the status comments of construction project tender evaluation at home and abroad, This paper introduces the content, related tasks, and principles of bidd-evaluation on construction projects.As bidd-evaluation modle concerns all kinds of factors, This paper has systematically analyzed the key influencing factors of construction tenders bidding-evaluation from the aspect of human factors, tender side, bid side and so on.The paper analyzed fuzzy comprehensive assessment, analytic hierarchy process, neuritis system and matter-element analysis method and so on.These modles to some extent,improved the accuracy and the effectiveness. On this basis, for the current lack of the bidding-evaluation model,this paper analyzes the direction of development of bidding-evaluation model,gives the definition, principles and buildding ideas of construction project bidd-evaluation system, established bidding-evaluation index system of construction project. And furthermore, it gives out its operating method and procedures in detail.After studying on the bidding-evaluation factors in the process of the construction project bidding-evaluation procurement,contra posing the multiple targets and factors and fuzzy variable of the system of construction tenders procurement bidding-evaluation,the paper has brought forward the bidding-evaluation decision model on fuzzy synthetically evaluation.The model has homologous credibility and certain maneuverability. Fuzzy analytic hierarchy process (Fuzzy AHP) is used to determine the index weights of bidding-evaluation indicators.Fuzzy consistent matrix is introduced to analytic hierarchy process(AHP) method in order to reflect the uncertainty and fuzziness of expert judgments and overcome the shortcomings of traditional AHP,thus the rationality of assessment results is improved.The knowledge of fuzzy math is applied in the evaluating tenders to make it more scientific and rational.Based on the introduction of the research background of bidding-evaluation modle of construction project,and an engineering example of Xiamen-Shenzhen Railway XSGZQ-6 Lot, The sketch map of order Increased Hierarchy Indicator System is established,then the paper analyzed it applying the Fuzzy Comprehensive Evaluation modle, the result is reasonable.
