Since 2007, the outbreak of the U.S. financial crisis had a big impact on China’s macroeconomy, in order to ensure growth, the adjustment of economic structure and the maintenance of stability, carried out by the state-led infrastructure development, expand domestic demand, is the inevitable choice for China’s economy. November 5, 2008 established the State Council executive meeting held in China to expand domestic demand to promote economic growth in 10 measures, which the third is to speed up rail, highways and airports and other major infrastructure. March 6,2009 National Development and Reform Commission published the 4 trillion of investment trends, from the 4th quarter of 2008 to the end of 2010, the state transportation infrastructure construction investment is 1.50000 million, accounting for 37.5% of the total investment.In a market economy, enterprises investment decision-making is related to the enterprise’s survival and development of important issues. Terminal project as an important national infrastructure projects, the regional economy has a very important supporting role. As the terminal construction project large-scale investment, long construction period, subject to the state’s industrial policy and the time value of money and many other factors, should be made for such investment projects, rational decision-making, they are bound to carry out financial evaluation of investment projects, study construction period and the maturity of profitability, liquidity and other financial conditions, which to evaluate the financial viability of the project investment.In this paper, Binzhou Port Bulk Terminal construction project’s financial evaluation study was divided into three parts is studied. The first part consists of introduction and first chapter, the main thesis is that it establishes the theoretical basis for the application of the theory of the article, methods, indicators, umbrella and Grooming for the research behind the practice guidance; second part is the second chapter, the main pairs of Binzhou Hong Kong bulk terminal projects from the overall analysis and presentation, from the macro-economic background of the project, benefits analysis, project engineering processes, environmental impact of projects in terms of the overall discussion; third part consists of chapterⅢandⅣ, This part of the project’s core chapters, primarily in ChapterⅢof the project’s market environment, competitive analysis and forecasting of the current situation, based on the fourth chapter of the Binzhou Port project from the investment and financing estimates, profitability and other aspects of the financial evaluation.
