With the motorized urban transport development, traffic congestion, environmental pollution is getting worse, the development of slow traffic, create a public bicycle system to encourage more travel by non-motorized transport, and guide people to form a \travel mode is the effective way to improve urban transport operating efficiency and reduce environmental pollution. Firstly, by comparison of the status quo of domestic and foreign public bicycle system, combined with the social benefits of bicycle traffic in the urban transport development and public bicycle system, pointed out the need for the establishment and implementation of urban public bicycle system, and the public bicycle system operators mode and functions are discussed.
