Study on Facility Utilization Efficiency of Railway Container Station

According to the railway container transportation development plan, China will form the container transportation network that covers the whole country with the center station as arrival-departure and transfer base, handing station as assistant, and regional station as supplement. Therefore, research on the railway container facility utilization efficiency in order to improve the efficiency is of great importance to better construct container station and develop container career.This paper firstly elucidates the theories of both efficiency and technical efficiency, based on which, the connotation of the railway container station facility utilization efficiency evaluation is put forward. Data Envelopment Analysis that adapts to evaluate multi-input-multi-output system is chosen to evaluate the facility utilization efficiency. Secondly, set up the facility utilization efficiency evaluation indexes that accord with the actual production in our country, and selecte the number and effective length of load and unload lines, the acreage of container yards, the number of lifting instruments and handling equipments as input indexes, and annual freight volume, arrival-departure tunnage as output indexes. Moreover, the factors that influence facility utilization efficiency of the container station, such as the load and unload lines, container yards and handling equipments, are dissertated. Thirdly, the Grey Incidence Analysis and AHP are integrated to constructed the DEA model with synthetic weight preference restraint cone that reflects both subjective and impersonal factors, which not only can overcome the shortcoming of indexes weight depended on model itself in traditional DEA models, but also can amend the defect of too much subjective information and too little objective information in DEA models based on AHP restraint cone, which makes the result more reasonable. Finally, the reliability and validity of the model is validated by an example. The railway container station facility utilization efficiency in 2008 and 2009 is evaluated with the CCR and BCC models with synthetic weight preference restraint cone. According to the efficiency, the transversal analysis, longitudinal analysis, super-efficiency analysis, sensitivity analysis, malmquist productivity index analysis is carried through. And then, the measures to improve the container station facility utilization efficiency are brought forward. Meanwhile, the results get by the traditional DEA model and the DEA model with synthetic weight preference restraint cone are compared, in order to give prominence to the characteristics and advantages of the DEA model with synthetic weight preference restraint cone.
