With the development of computer technology and rapid economic development, China’s civil aviation has also been great development in the domestic transport process, the increasingly prominent role. If air transportation security incident was happened, which will give people’s lives and property caused by heavy losses, so air traffic safety has always been an important issue, and has increasingly gained attention. To protection of aircraft flight safety, it improved air management level of civil aviation, as far as possible to reduce the incidence of accidents, the promotion of social development and promote social stability, that is of great practical significance.With the civil aviation safety management system and vigorously promote the construction of the Civil Aviation Safety Assessment Information System has become a civil aviation safety management system indispensable part of this air traffic management system to put forward new tasks and challenges. Based on the management of aviation safety, which building a civil aviation safety assessment information system, as the safety of civil aviation part of the building management system for civil aviation security and safety management system provides a strong guarantee perfect.In this paper, according to the relevant provisions of the Civil Aviation Administration, domestic and foreign experts and scholars in theoretical and practical application of problems in the research and discussion, summed up the world of aviation safety management strategy, drawing on international advanced management methods and safety concept China’s civil aviation management combined with the actual situation of the safety assessment of architecture, from management, people, machines four aspects to build security assessment loop system model, and analyzed its security management strategy, introduced the AHP. The analysis of the impact of civil aviation management and safety factors, design and implementation of civil aviation safety assessment information system. The system is built on .NET platform, full use of computer network technology, data exchange within the local area network on the Internet for remote data access, which consists of the user service layer, business logic layer, data services layer and database layer of four partscomposition. Among them, the business logic layer and data services layer in the middle layer is the core of the model, the user service level performance of the model layer, data services layer includes data control layer, data presentation layer and data access layer. Database layer is usually caused by a single database or multiple databases that the database system, its function is to change the data records and data.The system is based on. NET Framework architecture of distributed applications a practical example of the system implementation process, the full account of the characteristics of civil aviation safety management, establish a reasonable system architecture, and ultimately the function of the system.
