To build a universal metadata model to standardize system data is a key work about data sharing; however, three usual and conspicuous problems during the process of information resource management make it not easy to achieve fine data sharing. For one thing, it is not easy to enact a unique standard for information management due to the wide range and huge amount of system information. For another thing, the metadata models applied to present information management systems were always old which can not surely fit a specific business field that we face. What’s more, two or several fields may have the same semantic meaning with different names in database tables which severely influence the level of data sharing in the system.In view of these facts, this article introduces the definition of information resources from general and narrow perspectives, discusses the basic characteristics and general classifications of information resources then investigates some important concepts of metadata, like definition, role, characteristics and relationship between metadata and information resources. This paper picks up available metadata elements of this national government information resource catalog system to compose the simplest metadata set as the general set to describe the corresponding resource based on former research of each category of system resource, and it permits users to add new metadata elements into metadata set based on actual situation in order to realize the optimum result. It determines the data structure, relational operation and constraint condition of metadata model based on the analysis of business demands. In the end, it conducts a standardized job towards different data sources using metadata model in order to determine the relationships among resources by metadata tagging. The relationships are including parallel, level and belonging to.This paper adopts the narrow sense of information resource, that’s to say, the information resource means those data stored in electronic medium and can be retrieved. And the definition belongs to the field of information resource management science. This thesis makes the objects that can be applied to metadata model clear. It explains several classifications of information resource and characters of each class, gives basic characteristics of objects that can adopt the metadata model and chooses enough metadata elements to describe the model. It ascertains the class, function, structure and description standard of information resource based on the hierarchy of information and metadata elements. In the end, metadata management module, tagging module, resource catalog module and metadata base are designed and realized to accomplish a complete metadata model based on whole analysis.The mature J2EE architecture is adopted to establish B/S information resources metadata management system and all models have been well applied to scientific research project conducted by our Software Integration Laboratory of College of Information and Engineering. Some important application results are illustrated and prospect forecast are given in this article.
