The process of production, transportation, and management of Coal mining enterprises is a moving, complex, closely related to the spatial location information.And this process is extremely strict with security. In this process, a lot of relevant information, such as:the geographical terrain mining, coal transportation vehicle location, monitoring the location of mine workers, all require the application of mobile GIS (Mobile Geographic Information System, Mobile GIS).Mobile GIS can track the entire production process, monitor the transportation equipment, real-time receives the request form the client and send an effective message to the client, and management departments and related units to monitor management of production scheduling and to make more rapid and accurate response, Client-side staff can obtain real-time information of location etc, protect the safety of person and mining, improve efficiency and business efficiency. This is the key of component to further promote the building of digital mine, strengthen the mine production management intelligent and modernization.In this paper, response to the problems and needs discussed above, we have done some research on the mobile geographic information systems and related technology developed by smart phones, while in the process of project development, we have done some application research on the SMS communication, at the first time based on LionKingSoft(LK) Geographic Information system, we transplant LK two-dimensional graphics data storage format of.NET file into mobile terminal, combine GPS positioning system and mobile communication and mobile electronic map and other key technologies to design Windows Mobile smart phone platform. In this paper, the server and mobile terminal’s map display, enlargement, reduction, roaming, location and other functions as well as communication between mobile terminals and server-side, all of above we present a detailed design and implementation. The system is mainly used in coal production and management of enterprises and also be used for other industries such as transportation, logistics industry and broad application prospects.
