Risks management is becoming more and more important after the global economic crisis. Governments, enterprises, banks request effective methods to increase the accuracy & efficiency on the risks management of their investments projects. Accurate analysis and right decisions during the start-up phase is the pre-determinative factor of a successful investment, and it is also a basis of effective risks management for the implementation of the investment projects. The purpose of this system is to integrate the economic evaluation of investment projects and risks management methods to a leading software platform in China through advanced software technologies. The system can rapidly & sustainably improve the abilities on analysis, decision making and risks management on investments projects.This project includes 3 parts: Enterprise Financing Evaluation System, Project Financing Evaluation System and Information Platform Integration (Industrial Parameters Optimization and Approval Process Control, etc.). There are mainly 5 aspects of the tasks:i. The system introduces the technology of industrial parameters optimization modeling, and optimizes the industrial evaluating parameters by using OLAP and Data Mining. This can help to increase the accuracy and timing of the parameters for evaluation, and it also increases the accuracy of the decision-making of the investment projects.ii. Set up dynamic evaluation parameters model and add dynamic factors, such as CPI index, Raw material index, Fuel and power index, products price, outputs, etc. to the evaluation systems so as to make the evaluation results more factual and accurate.iii. Implement the Investing Deciding Supporting Systems based on SOA. Apply the SOA framework to the whole system platform to make it more convenient to integrate with customer’s current business process. iv. With a breakdown of different industrial template, the system can be effective applied to different industrial to meet the variety evaluation requirements from banking and consulting firms, and it can also help the same requester do project evaluation for different industrials.v. Use integrated technologies with the qualitative & quantitative analysis methods in order to improve the evaluation accuracy.
