Turbo codes is a new class of error-correcting codes that can approach the Shannon bound, it is considered as one of the most exciting and potentially important developments in recent years, its invention has changed the conventional design principles of the coding scheme from the attempt to increase the minimum Hamming distance of the code to the goal of reducing the number of code words with low Hamming weights. For its excellent decoding performance, it has been adopted as the error-correcting coding scheme in 3rd mobile communication system. This thesis has been completed during the period when I participated in the development and research of TD-SCDMA standard, which is one of three standards of Third Generation Mobile Communication. The thesis describes development and technology characters of TD-SCDMA standard, and presents the background and application of Turbo code. At the same time this paper give some introduction about channel coding technology and application of Turbo code with COSSAP which is a communication simulation tool. The paper takes the emphasis on the principles of encoder and decoder of Turbo code, and particularly describes the principles of interleaver. Based on these, the paper gives a method to design a new interleaver named Magic Interleaver. In the end, we discussed the model of Rayleigh channel and the adjusted decoding algorithm of Turbo code in Rayleigh channel.
