In the market economy, survival of the fittest is a universal law. As the competition level is continuously rising and expanding, the real estate enterprises are reconstructing subsequently. A large number of the non-domestic real estate enterprises have entered Shanxi. These enterprises which make full use of their strong capital and advanced management experience bring strong impacts on the local real estate enterprises. Meanwhile, they scramble the talents against the local real estate enterprises with good salary system. From now on the survival and progress of a real estate enterprise will mainly depend on developing the core competitive strength by the talents and making strong brand. The design of salary and management is the key in the process of creating the advantage of the talents.In this paper, an optimization program of the salary system is developed which reflects the equality, rationality, scientificity and competitiveness. This optimization program is accomplished by studying the BJ Company, guided by the relevant salary theory and the concrete conditions in the company, by adopting the scientific and suitable processes and methods and giving full consideration to the inner and outer decisive factors of the salary. The optimization program improves the existed salary problems in enterprises——the lack of the scientificity, the welfare design, the inspiration of the salary and the spiritual salary, which caused by the unfairness in the salary distribute system, unreasonable salary structure and the subjective during the formulation of the salary system. This optimization program is worked out through diagnosing the current salary system, crystallizing the designing idea, organizing the working analysis system, evaluating the posts, investigating the salary, dividing the posts, establishing the scientific salary estate and range, designing welfare system and working experience system.The concrete practice in the optimization design of the salary system is taking the total reward theory as the main thought, integrating the overall salary theory, taking the broad-banding theory as the main frame. Through the further optimization of the salary system, it is hoped that the attractiveness of the talents and the working initiative of staff will be enhanced, the staff’s favour to create value for the enterprise and the customers will be roused up, the competition of company will be improved by the advantage of the talents, the mission of the enterprise will be carried out and more value for our society will be created. This paper has provided some references for the establishment of salary system of small and medium-sized enterprises which based on the domestic resources development.
