In this paper, with the background of study on the bidding activities of Chengdu Hydroelectric Investigation & Design Institute (CHIDI) and Chengdu Water Resource & Hydropower Construction Engineering Corporation (CMC), the author using suitable theories, researched into the whole bid-decision procedures systematically and built up several standards and models. The results are of some value for helping an enterprise enhance rate of successful bid and increase its profit by making bid-decision scientifically.Throughout the one-year study, the author consulted and arranged documents of the most bidding projects which CPDI and CHCC had entered in the last 6 years, including some other relevant materials. The author also talked with managers in charge of those projects one by one, and drew up, handed out and collected many inquiring questionnaires. These valuable firsthand materials are not only the source of the research, but also the means by which the author checks his results. Furthermore, the author browsed and referred to many domestic and abroad papers on bidding decision, using their researching methods to improve his own study or trying to apply their results into a new case.There are two aspects of achievements for the paper. One is the standardization of the bid-decision procedures, using the theories and methods of technological economics, together with the collected data. The other is the build up of some bid-decision principles, criteria and models These principles, criteria and models were concluded from the historic bid-decision data. They have not been tested in any real case due to lack of opportunity and other objective conditions, which means they need to be improved according to real effects in the following study.
