A Study on the Performance Improvement Scenario of the Resource Center of China Telecom, Guangzhou Branch

Taking the case of performance improvement in the Resource Center of China Telecom, Guangzhou Branch as the study target, this dissertation makes an in-depth study in performance management along the two themes in large state-run enterprise:"how corporate strategy is transmitted through performance management",and "how labor enthusiasum is activated by per-formance management". It also makes analysis in the current situation, existing problems and the causes to the problems of the Resouces Centre with the aim to draw factors for improvement on the base of specific study on the basic theoretic definition of performance management, similar research situation in foreign countries and in China as well,the basic content, typical model, ap-plication method and examples. It proposes an improvement scheme in three major areas of per-formance management, i.e.,the "width, accuracy, process" of performance management:to in-troduce the PDCA circulation so that performance management is expanded from simple per-formance inspection to a complete system that includes performance prospect (P),performance application (D)performance check (C), and performance feedback (A); to introduce strategic decodation and position anaylasis so that the corporate stragegy is tranmitted to different de-partments and even the front-line workers, to find out the common zone of the team and the individual; meanwhile to improve the scheme so that sections of performance management, such as performance communication, performance assisstance, performance feedback, perform-ance claim are further specified. The staff will thus be changed from caring only the perform-ance inspection effect to caring the process of performance management, and performance man-agement will be a means of promoting corporate strategy application and uniting the staff.The improvement scenario has been partly actualized in the Resource Center of China Tel-ecom, Guangzhou Branch. It is expected that the scenario will not only solve the existing prob-lems of the Resource Centre, such as incorrect understanding of performance management, un-satisfying achievement of strategic target, inproper encouragement scheme, but also will be a valuable reference of performance management to more than 2300 similar units in China Tele-com and even other large state-run enterprises.One of the creative points of the dissertation lies in its indepth systematic study on the problems that easily occur in the process of performance management, and proposes a systematic solution and operation model.
