As education, research and service agencies , colleges and universities for the development of society has a special status and role. With the development of higher education , colleges and universities have different educational resources , academic contribution to society is also different. According universities have educational resources , research and teaching scale size can be divided into universities ' research and teaching-oriented \Teaching and Scientific Research universities between research and teaching-oriented universities and teaching-oriented colleges and universities to train undergraduate , but also cultivate a small number of graduate students . From a strategic point of this article analyzes the development of university teaching and research -based environment, and the development of its strengths, weaknesses, opportunities and threats are analyzed. China's current development of universities facing opportunities and challenges , teaching and research -based colleges and universities to establish a scientific concept of development , a clear positioning institutions , nurture social, economic and regional economic development requires highly qualified personnel .
