As an important part of Synthetic Environment, terrain has a full impact on the course and outcome of Modeling and Simulation, and makes combat simulation more realistic and reliable. The technologies and supportive tools have greatly improved the research of terrain, the most representatives of which are High Level Architecture (HLA) and Synthetic Environment Data Representation and Interchange Specification (SEDRIS). The paper will discuss how to apply them to the Modeling and Simulation of Dynamic Terrain.The paper studies Dynamic Terrain through the design of an environment federation. Firstly the concept and principle of Dynamic Terrain are discussed, and a frame based on High Level Architecture is designed for Dynamic Terrain Simulation. Then the paper expatiates on how to describe Dynamic Terrain by Federation Object Model (FOM) .The emphases are put on applying SEDRIS Environment Data Code Specification (EDCS) to designing the Simulation Object Model Table of Dynamic Terrain Simulation Federate. The last chapter explains the design and implementation of Environment Federation. In the chapter the data model of SEDRIS Transmittal Format is depicted which is used as the Terrain Data Base and the simulation thread of Dynamic Terrain Simulation Federate is explained in details.
