The higher vocational-technical education is a new kind of higher education form. It is national in recent years to strongly promote. Its education target is to produce high-class profession talented people who are engaged in the technique of production or management in spot of working. It contains the higher education theories knowledge and technique technical ability of higher education.With China affiliation WTO, the economic fieetness develops, the higher education scale extend, the higher vocational-technical education boomingly developses. China’s state comes to a decision that our country should strongly develop the higher vocational-technical education. Our country is be placed inning social transformation period. Economic integral whole of world, knowledge-based economy, extending of higher education scale, take the higher vocational-technical education development’s opportunity with challenge. Now in our country, it was mistakely percepted and managed. It has appeared a lot of issues, and especially lack of source of student and outlay. The texts uses the higher vocational-technical education’s basic theories and knowledges of Education economics, adoptting the method of history and international comparison, and analyze the deep level reason, draw lessons from the successful experience and find out the issues-solving path. Bring up the policy suggestion for the reform of vocational education and bring up the concrete measure that solve problem for vocational school, to make our country the vocational-technical education on the continuant development’s road. The higher vocational-technical education is in the initial stage, so it urgent needs support of government, include the funds to throw in and support with policy.
