With China's economic long-term steady development , and improve the market economy into the small step , China's accession to the WTO , China's economic development faces enormous challenges in all aspects , especially in the area of employment issues . Employment of rural surplus labor problem is particularly prominent . Rural surplus labor problem is how to resolve how the development of the rural economy , rural economy , how to market economy standards . Direct impact on the success or failure of China 's market economy and economic transition . This paper first analyzes the relevant data from China 's national economic and employment situation , combined with the the rural real problem , raised the importance and the urgency of solving the problem of rural surplus labor force . Then , the analysis of the situation and the basic characteristics of China 's rural surplus labor and labor-intensive industries as well as mutual relations . Conclude that the development of labor-intensive industries there is conducive to resolving the problem of surplus labor force in rural areas . Mathematical model based on the establishment of rural surplus labor force and labor-intensive industrial development situation between : Z = aY g bf ( Y ) by the mathematical model can further analyze the interaction between the two . Finally, the proposed methods and policies for the development of labor-intensive industries . First, according to China's national conditions and development of labor-intensive industries . The second is how to develop labor-intensive industries to adapt to the laws of economic development perspective . The third is how to establish appropriate policies for the development of labor-intensive industries , including the following aspects : 1 , improve the legal system ; develop industrial planning ; 3, the correct guidance ; 4, and broaden access ; 5, relax financing constraints ; 6 tax incentives ; 7 , strengthen the management of the labor market ; 8, strengthen basic education and vocational training ; 9, strengthening its support mechanisms ; 10, strengthening labor inspection ; 11, to improve labor and social security ; 12, to strengthen product market management .
