Research on the Policy Implementation That Sports Venues of Schools Open to the Social

This study is based on the hot topics of school physical education and social sports context, and makes sports venues in school opening to the social policy as the main research paper clues;Use policy implementation analysis theory, the literature material law, expert interview, questionnaire and logic analysis and other methods. From real problem in the view,make the policy implementation that the sports venues of pilot school in Fuzhou open to the social as the research object, analysis the implementation behaviour during the preparatory stage and policy implementation process;discusses the main existing policy problems in the state of actual implementation, and then put forward countermeasures in the according to existing problems.The research results show that:(1)The clarity of policy implementation scheme is insufficient, the concreteness policy executive organization can’t use of whole function.(2)Executives to treat the policy emphasis the understanding and support is not high, the pilot work enthusiasm degrees is not enough.(3)The material resource of policy implementation is deficient, executive fund is almost lack of security, information resource is out-of-the-way, this makes policy implementation departure from the policy goals. (4)The execution environment in the policy of sport venues in Fuzhou pilot schools opening to the social appears polarization phenomenon; On the one hand, public in Fuzhou extraordinary support and participate in the policy, on the other hand, the supervisory consciousness from top to bottom is weak,it’s absence of strong monitoring organization.
