Today the integration of the development of the world economy, the global and regional economy strong culture has a strong impact on other vulnerable cultural. Cultural heritage task to play school education, the education system is unity, this unity has brought educational content, educational model, the language, the unity of educational evaluation. This uniformity has led to a lack of school education, national culture heritage. In this context, I Hulunbeier region as a case study. The force of this study to look at the national culture from the point of view of the concept of language learning, ask questions, analyze problems, problem-solving research ideas, phenomena investigation, causal analysis and policy research. Research, literature research, statistical analysis and other research methods research, focusing on the the Hulunbeier national cultural heritage status, especially national language and culture conditions. Because the national language is a nation different from the one of the symbols of another nation, the tradition of the tools of national culture is the core of the national culture, but also a language course requirements study and research. Due to the diversity of national culture and the nature of the differences, the diversity and differences in acquisition mode. Therefore, this article discusses the language learning methods and inheritance and development of the relationship between national culture based on the analysis of effective language learning method to adapt the national cultural heritage. As a reference to contrast the current situation of Hulunbeier way of language learning, analysis of the impact on the local national culture, to remedy, to seek an effective strategy. According to the survey analysis, combined with Hulunbeier local realities, to follow the national cultural heritage law and the law of language learning, this study suggests the following strategies: First, adhere to three basic principles - multiple integration, and different combination of inheritance and innovation principles and implement measures (a) to change their ideas, to establish diversity and unity concept of the development of national culture (b) play an important role of the local administrative departments of education and school leadership leadership (iii) Evaluation of diversification (d) the national culture, as in the test, the college entrance examination will the test content (e) offered by the school the minority language lessons (6) to create the atmosphere of national culture on campus, play a Huanjingyuren role (7) Science students of all nationalities and cultural resources of their own advantages, and learn from each other. (H) use the language of their own advantages, to stimulate enthusiasm for learning national rating language, ethnic culture emotions. (9) to establish national characteristics and cultural activities, exchange of national culture (10) rational use of compulsory language teaching materials, expanding the national culture. (11) motivate students to independent reading classic, active exchanges (12) to bilingual and multilingual teacher training, improving teachers' multicultural literacy (13) to actively promote the reform of teaching methods to promote modern learning methods (14) to stimulate students interest in learning, effective expansion of extra-curricular learning
