Future of the world, a country in international competition dominance, not by rich material resources, primarily relying on advanced ideas, science and technology and innovative capacity of high-quality personnel. Our government and maintain a competitive advantage in obtaining faced a serious issue. Economic development is essentially human development is to enhance the level of human capital and human capital accumulation accelerated. Human capital is to promote a major driving force behind the country's economy, our government in order to have a more powerful and competitive advantage, we must improve the quality of government workers. So effective training for civil servants will be referred to count things work schedule, it is more than ever an ever more important. While China has long been training for civil servants have not been paid enough attention, which is obviously unable to adapt to the era of knowledge economy, the challenges raised by the government. Therefore, the training of civil servants and government development strategies linked to high-quality civil service to enhance the competitive advantage of our government, it is imperative also imminent. Text is divided into four parts, the first part introduces some new modern training concept and its theoretical basis, intended to illustrate the scientific and effective training should follow some rules. The second part focuses on the status of China's civil service training and further training of civil servants at all levels of analysis of the potential of some of the issues as well as specific performance. The third part introduces the mature Western countries training of civil servants and their characteristics, in order to facilitate our country learn from their successful experience. The fourth part of training some of the new concept, developed Western countries, drawing on the useful experience and training of civil servants on the problems of training of civil servants on the basis of the analysis probe, combined with China's national conditions, systematically presented in the knowledge economic environment, the development of the general orientation training of civil servants.
