Although after 10 years of construction, the Chinese civil servants assessment system in legislation and practice has made great progress, but we must see the preset objectives from with considerable gap. In the specific operation of the problems of the existing system itself and some problems are due to various social economic and political conditions make system in the process of the deformation and does not reach the designated position.
