With the development of network technology and information technology , the world has entered the era of the knowledge economy . In the new situation , the market mechanism has improved steadily intensified market competition , oligopoly in the market for high-tech industry has been gradually breaking down . In order to ensure a position in the market , the high-tech enterprises will inevitably take a variety of methods to improve efficiency and enhance core competitiveness , and improve the efficiency of the high-tech projects is one of the effective means . For the the knowledge workers accounted for the majority of the high-tech projects , the traditional human resource management has been unable to meet the demand of the times . In this paper, the characteristics of the high-tech projects and the characteristics of knowledge workers , from the planning of human resources management , configuration, training of members , performance evaluation and incentive five aspects of the design of the complete set of patterns for high-tech projects .
