In the beginning of this century, in order to improve our vocational education system, to strengthen the function of vocational education, we began to construction the professional public practice base. On the one hand to provide sufficient training venues for vocational students, on the other hand provide short-term vocational training to the whole society, and play the role of appraisal professional qualification, which has made some achievements. However we need to further study and practice in the function orientation, development direction, organization and management.The German "dual system" cross-cultural enterprise training center, which has years of history, support enterprises, especially center type enterprise of vocational training link with vocational schools, enterprises and industrial association cooperation, forming a networked organization structure. They also have a respective key training project, worth to using and referencing in many characteristics.This paper through the methods of comparative research, divided into five chapters. The first chapter is introduction, which include the research background, the research significance, the research methods and relevant literature; The second chapter study and analyzed the German cross enterprise training centre in the basic features, management operation, and promote solution; The third chapter analyzed China’s public training base with the same angle; The fourth chapter is the comparison results of the theoretical basis, organizational management, function, aspects; The fifth chapter is three Revelations of theoretical basis, organization cooperation and promotion measures, brings forward the corresponding suggestion combining the situation. In order to China’s public education practice base construction, professional career development policy ideas, the practice exploration disease, and trying to build a organization management model for the public training base. Through the Comparative study between the Cross-enterprise training center of German and the Public-training-base of China, this Article aims to summarize the similarities and differences, afford reference to the management of public training base, and promote the development of vocational education.
