Colleges and universities’logistics provides an important guarantee for the development of China’s higher education as an important component of colleges and universities with a double function of service and management. However, with the higher education’s reform and development, colleges and university’s logistics management already can not meet its requirements, and gradually can not meet the needs of colleges and universities’teaching, scientific research and students’daily life. Making comprehensive, systematic and objective evaluation of the performance of colleges and universities’logistics management regularly, to adapt to changes of colleges and universities’demand, to understand and grasp the colleges’needs of teaching, scientific research and students’daily life in time, and adjusting the job’s develop strategic objectives are premises to do logistics management well, and is also an important foundation to establish service focus, allocate limited resources reasonable, further improve the performance levels and establish the service image. How to establish evaluation criteria to strengthen the evaluation of the performance of colleges and universities’logistics management has become a new study facing the colleges and universities’services demand.Management performance is a subjective difficult to measurement, can not be able to judge its advantages and disadvantages just by the census and statistics of work done, and only establishing a scientific evaluation system can fully evaluate the performance level of logistics management, and promote it. This requires an easy using and determination the performance of colleges and universities’logistics management accurately evaluating index system in order to improve the content and form of colleges and universities’logistics management services continuously and improve the quality of various services. This paper takes colleges and universities’ logistics management as the research object, borrows performance evaluation’s mature theory on the basis of the previous studies, combines the characteristics of colleges and universities’logistics management to try to analyze the various dimensions factors which impact the logistics management’s performance, construct the evaluation index system of performance of colleges and universities’logistics management, and bring performance evaluation method--fuzzy comprehensive evaluation method to establish a set of theory and methods to evaluate the performance of colleges and universities’logistics management.This paper carries through systematic research around colleges and universities’ logistics management. It introduces study status quo of performance evaluation of colleges and universities’logistics management at home and abroad firstly, analyzes its development trends, characteristics and deficiencies, gives the main research content and research methods of the paper. Secondly, summarizes relevant theories of colleges and universities’logistics management from its connotation, content as well as aspects of characteristics, leads to performance evaluation of colleges and universities and analyzes its connotation, goals and function detailed, deconstructs the basic status quo and existing problems of colleges and universities’logistics management performance evaluation, proposes the feasibility and means of solutions for problems through the analysis of the reasons. Thirdly establishes performance evaluation index system of colleges and universities’logistics management by introducing the construction basic idea, puts forward fuzzy comprehensive evaluation method to carry out the empirical analysis, expounds the algorithm thinking and its implementation steps detailed in the paper. Lastly the paper takes logistics management of our school as the research object for empirical analysis to evaluate the performance of our school’logistics management, and bring forwards corresponding countermeasures and suggestions and improvement measures based on evaluating results.
