Expert teacher refers to excellent performances, and become outstanding example and learning model of other teachers. In a sense, the special teaching skills of the expert teachers in teaching were under the accumulation and had good effect and programmed behaviors through the long-term experience of teaching could be induced by the method of engaging the tacit knowledge. Though Skinner has initiated and promoted "program teaching movement" Since the 1950s, information technology has contacted with effective teaching closely. With the rapid development of the information age, the view of information technology could promote effective teaching becomes more and more importance and almost become a common consensus in the research field. But the application of information technology in teaching did not promoted quickly and widely like other industries, and the effects have also been questioned by teachers.In order to avoid as far as possible the single thinking of the function characteristics of information technology used in teaching, this study tries to pay close attention to behaviors of expert teachers, and used Delphi expert’s investigation to emerge teaching skills of expert teachers. And look for the breakthrough the application of information technology in teaching based on behaviors of expert teachers, analysed the essence and function and applicable objects of the application of information technology in teaching, gradually emerged the core view of this study——“The research for functions and effects of application of information technology in teaching based on the teaching skills of expert teachers”, then used the conclusion to the teaching of ordinary teachers and lack teaching skills teachers, through the method of narrative research to complete record the process of teaching, and through common view which included the reflections of narrative characters, the analysis of researchers, as well as the evaluations of other teachers verified this research results. Overall, this research with the teaching skills of expert teachers for clues, from the emergence of traditional teaching skills, to information technology replaced the different levels of skills, eventually to the inspection of information technology to replace the skills, completed the research. If including the teaching skills of expert teachers and the application of information technology in teaching as the research contents, we must follow the three principles: firstly, to concern every expert teachers teaching behaviors of external performance, and to attach importance to the essence of the thorough research; Second, to show the application of information technology in teaching, and to focus on specific teaching situation for some teachers; Third, to grasp the scale of information technology replaced the teaching skills of expert teachers, and to verified the results of ordinary teachers applied information technology in teaching. The purpose of this research effort to fulfill is expected to find a new perspective of the application of information technology in teaching, so as to promote teachers’ teaching and students’ learning through the verification of such a viewpoint.
