This thesis focuses on the development of urban community employment service. Community, as a major part of a city, is a general public that residents live in a certain area. It plays an important role in the development of the city and the society. Therefore, constructing and managing community service especially in employment improvement, is a necessary requisition for resolving the rigorous employment problem, helping the poverty-stricken people, improving social assistance and social weal. As a core part of community service, community employment service is not only an innovation for employment improvement, but also a new approach for community and government service. It has practical significance on researching community employment service from the aspect of community management and public service.The preface dwells on the background, significance, purpose and methods of the thesis’s topic. Meanwhile, it clarifies some definitions concerned. The second part mainly talks about the current employment situation of Shiquan Community, including the situation from 2007 to 2009, major employment resource and service. The third part discusses the predicament of Shiquan and analyzes the reason of it. The fourth part introduces advanced experiences from foreign countries such as Britain, USA, Germany and Japan. In the fifth part, the author points out some advice on how to improve community employment service from different aspects. The last part is the conclusion and summary of the whole thesis.Shanghai is a pioneer for constructing urban community service in China, gaining good theories and practice from these precious experiences.
