With the deepening of economic reform , China has basically achieved the transformation of a planned economic system to a market economy , labor relations has undergone tremendous changes in the process . Seventeenth Party Congress defined the harmonious labor relations is the basis for building a harmonious society , the construction of harmonious labor relations research focus of the theoretical circles . Choosing this topic comes from this. In this paper , in order to build a harmonious society , the new features of the new century and new stage of labor relations and labor relations of private enterprises in Lishui City disharmony background for a particular analysis , theories and models from a review of labor relations , the nature of labor relations , meaning , level and type of general principles , combined with the analysis of the reform and transformation of the planned economy period , three periods of labor relations that in the new era of harmonious labor relations has a new meaning : a harmonious labor relations the essence is the subject of labor relations in the fundamental interests on a consistent basis , to live in harmony with each other to each other , seek common development and labor relations system to be stable , balanced , healthy, and orderly operation of labor relations . After analyzing the connotation of harmonious labor relations , the nature of the premise , analyzes the characteristics of the labor relations of private enterprises and the need to build a harmonious labor relations , put forward China's private enterprises in the major developed countries from Western labor relations model based on harmonious labor the relationship between the target mode, target mode operation mechanism of harmonious labor relations and discussed from the aspects of the mode of operation of the external environment , the main system security and governance model . Then through Lishui City empirical analysis that there are many problems , the labor relations of private enterprises , on the basis of analysis of the reasons put forward countermeasures to build a harmonious labor relations : ( 1) The Government has to play a regulatory role in building a harmonious labor relations ; ( 2) to play the role of self - regulation to promote the development of harmonious labor relations ; (3) workers should actively cooperate to build a harmonious labor relations ; in close collaboration with government, business, workers in order to build a harmonious labor relations .
