Research on Supplier-Selection Based on Strategic Sourcing

As the deepening constantly of economic globalization and the unceasingly rise of the information technology level promoted rapid development of economic, it makes the operating environment of enterprises show more and more uncertainty. And in this environment of dynamic uncertainty, only enterprises that cooperated with the upstream and downstream companies in the supply chain can keep in an invincible position in the competition. As a result, it upgrades competition among enterprises to that among the supply chains. Strategic Sourcing that achieved the changes from cost center to profit center is a typical representative of“win-win and mutual benefit”, which become a new and effective tool that enhances the sustainable competitive advantage. Supplier is the source of the supply chain and the beginning of business. So a study how to select the suppliers under the new strategic sourcing relationship is important for enterprises in the transitional period, especially manufacturing enterprises.From the perspective of strategic sourcing, combined with business practice, this article made a research on strategic sourcing-based supplier selection methods. I hope to provide useful guidance for decision-making for supplier. This article made the following main research:(1) Firstly,it introduces the research background and significance, and reviews the research results at home and abroad of Strategic Sourcing and supplier selection theory.(2) Secondly,it separately gives some theoretical explanations of strategic sourcing and supplier selection,among which, it gives a new definition of the range of strategic sourcing, expanded the content of strategic sourcing, integrate the idea of green procurement into strategic sourcing theory, propose two aspects about long-term strategic cooperation between enterprises and sustainable development of the environment to consider for strategic sourcing.(3) Beginning with research on the role of strategic sourcing model,it compares strategic sourcing to traditional procurement model, analysizes the impact of strategic sourcing to supplier selection, proposes designing evaluation principles of supplier, and build strategic sourcing-based index selection system of supplier, this article will divide the system into three criteria layers:Enterprise qualification、products and services、cooperation. Each layer contains the specific index. And for the lack of flexibility of the existing system, it plans to establish evaluation index library based on industry classification, use information technology to build dynamic reconfigurable evaluation index system.(4) Based on existed supplier selection methods, it analyzes the strengths and weaknesses in the selection for different suppliers’selection, combined with previously constructed index system, finally chooses the supplier selection based on combination TOPSIS model:by AHP and Entropy, it respectively ensures the subjective and objective weight of each index, and uses the combination weighting method to calculate integrated weight, according to LS-SVM method to predicts the“future”value of index, uses TOPSIS model to build a“past、present、and future”ideal multi-dimensional data matrix, finally by calculating the distance with the ideal solution, obtains a rank of supplier.(5) Finally,it takes procurement of raw materials in a manufacturing enterprise as the empirical studies based on the constructed index system and the selected selection. During data analysis,clarify concrete steps and calculation methods are described, so it supplies a complete framework for supplier selection based on strategic sourcing on the whole in order to propose some constructive advice to the strategic decision of our enterprises.
