Grade Three A hospitals which are of the highest level except for the special hospitals in Gansu province have the important status in medical service, health education, medical education, and medical research. Recently, with the thorough medical reform, the advanced patients’health consciousness, the improvement of medical industry, the Grade Three A hospitals also face pressures in many ways. From the perspectives of strategic development, it’s necessary to transform the management system for the efficient operation and long-term development of the hospital. Implement of performance appraisal system construction which is an innovation of the hospital management system and the important part of the hospital internal system is of great importance for the improving the hospital service, promoting the hospital to adapt the social needs and ensure the requirement of the great range of citizens for health service, and lining with the China’s establishment of a socialist system of health insurance requirements. But now the performance appraisal construction area hasn’t got mature methods in Gansu province even nationwide. It’s certain that setting up performance appraisal in the Grade Three A hospitals and putting it into trial and promotion to make it play the important role in the Grade Three A hospitals and improve the hospital service and the medical service in the whole province practically.Thus, based on the Literature Review Method, the latest performance appraisal management theory and Balanced Scorecard which was used widely in Chinese hospitals in Hospital Management, the study will explore the framework of the performance appraisal system which meets the actual situation of Gansu to provide references for health system decision-makers.
