Can appear in the operation of the power plant cooling water system, due to the unexpected reasons cause transient condition system, and the transients in the system will do some harm to the system in different degrees, light, make the equipment damage, the system can't work normally, or cause, casualties and other serious consequences, so the study of transients in water system caused enough attention. Accordingly, in this paper, the power plant water intake to the pump room transition before the water power transient characteristic has carried on the experimental study and numerical calculation, the main contents and conclusions are as follows: first, the transient flow theory, the paper summarized the research progress, and the research method of transient flow, the main content of is proposed in this paper. Second, based on the characteristic line method for the research of transient flow method to establish mathematical model, and according to the characteristic difference equation and the characteristics of the grid to form the characteristic equation, combined with the engineering practice shows the initial and boundary conditions. The third, the mathematical model is set up in front of the combination with the engineering practice summarizes the twelve kinds of working conditions for the numerical calculation, the calculation is given in a reasonable time step length and step length, select the correct parameters, and according to the actual engineering the initial conditions of the boundary line
