Since the 1990s, human resource management functions of the outstanding enterprises in the world, led by the United States has undergone a major shift in strategic significance as a management function, rose from a means of maintaining and assisted management functions, and many businesses upon which an important tool to gain competitive advantage. Focus on management issues need to be addressed is the enterprise performance management. From the research status of Qinghai Telecom Enterprise Performance Management, performance management of outstanding enterprises at home and abroad as a reference system of performance management in Qinghai Telecom Enterprise solutions. The program focuses on research to solve the difficulties in the performance management focus, namely job analysis, performance appraisal, compensation management. Comment on some of the aspects of Human Resources Management of the basic theory of the second chapter of this paper, in order to be able to scientifically guide the formulation of the program.
