The past two or three decades, made a breakthrough in the development of the cause of China's container shipping, port container throughput maintained high-speed growth, can no longer meet the needs of existing container port handling capacity and management level. Faced with this situation, the renovation and expansion of the existing container terminal is actively building a new container terminal. Either way, there is a port problem of optimal allocation of resources, is to make the investment in port construction, reasonable use to improve the macro-economic benefits of the micro-economic efficiency of the port and the community as a whole. Container Terminal is the hub of the entire container transport network, its internal logistics system is a typical network structure. The logistics network research is one of the effective allocation of network resources, logistics network node functions to be utilized to the fullest. For container terminal logistics network, each node functions specific commitment to container terminal logistics network, network resources, including a berth, quay crane, RTG, yard, set cards, gates, etc., for the optimization of these resources configuration become The focus of this study. The main contents of this paper are as follows: First, a review of the domestic and international container terminal logistics network resource configuration, analyze the problems which exist. Secondly, based on the multi-level queuing network theory to establish a system model of the container terminal, a container terminal characteristics of the system of the multi-level queuing network discussed aspects of customer type, system architecture, service path, and the form of services. Third, using the professional simulation software WITNESS container terminal simulation model based on queuing network structure, and the simulation model verification and validation. Fourth, the analysis of the composition of the Container Terminal costs, the cost calculation method, and put forward the objective function of the average comprehensive cost resource optimization as a container terminal configuration. Finally, according to the characteristics of the container terminal logistics network resources, optimize the allocation method of numerical simulation based on hierarchical. Rizhao Port Container Terminal object, optimize the allocation of resources in the long term planning, derived the optimal configuration of the number of all kinds of resources and appropriate operational indicators.
