For science and technology as the main intellectual workers, small businesses, allocation of human resources, business management is a vital issue. This thesis is based on the theory of domestic and international human resource management research on Chinese science and technology development of small enterprises in the period spanning the existence of human resource allocation problems, combining survey data and real-life case, a systematic comprehensive analysis. Modern science and technology for small business growth in transition, how to build a sound, efficient allocation of human resources, put forward their own suggestions and methods. In this paper, the main research method is comparative study abroad, synchronic analysis and diachronic analysis of the combination, system analysis method. This article is divided in four parts. The first describes the current small business human resource allocation theory research status; discusses the development of technology-based small businesses across the characteristic; points out the problems of small businesses. Then, on this basis, the proposed allocation of human resources tech small businesses theoretical methods and models. And the main focus of this innovation in the third chapter. The researchers first discussed the \And then based on this, to propose a new \basic principles: the principle of strategic center, phasing principles and the principle of incremental adjustments. Finally, the researcher human resources for science and technology small businesses in the configuration structure, performance evaluation and other issues concise exposition on science and technology to small businesses to have a reference. The author believes that the period of development in science and technology across the small businesses, the most important human resource allocation features are: enterprises in the different development, its core competencies required for different needs and different core competencies, corresponding to different human resource needs . Thus the focus of human resources from R \u0026 D staff to production staff, to the marketing staff, constantly dynamic adjustment, and this adjustment is incremental adjustments, that is a continuous increase in staffing needs. Enterprises as the core of human resource allocation, human resources to conduct comprehensive planning, arranging to meet employment needs, and promote rapid and healthy development. In this paper, the development of enterprise life cycle theory, for scientific and technological development of small businesses across the allocation of human resources during the work system analysis, drawing on existing management and human resources management research, presented their innovative, practical human resource allocation theory, methods and models for China's scientific and technological development of small enterprises to provide useful help.
