Second-generation mobile communication system ( 2G ) GSM network has been developed for many years , the construction of GSM networks is already quite mature , with good coverage and stability , can provide high-quality voice services , the future will continue to be a good voice service bearer network this is a very valuable resource . On the other hand , with the third generation mobile communication systems (3G) technology continues to mature , commercial acceleration of the process , as well as in step-by-step promotion and application of global 3G network with its higher spectrum efficiency , and to provide a richer the personalized business has been widely recognized. Relative to the 2G systems , 3G network support data services has greatly improved support for mobile Web access , audio streaming , video streaming , and IP multimedia call , the more perfect . Therefore , the coexistence of 2G and 3G systems will be a long-term situation . Interoperability between 2G and 3G so more and more attention , how to improve inter-system handover success rate , how to achieve network load balanced , has gradually become the focus of everyone's attention . In this paper , after analysis the BSC system of the status quo insufficient clear several Iur - g interface needs , these needs to be between BSC and RNC to carry out information exchange to improve the 3G system to the GSM system handover success rate , and solve the problem of the silent zone in the handover process . Demand analysis , design and the original BSC development platform on the public measurement switching information exchange 2/3G relocation , the silent area user plane voice transmission aspects . The research results have been verified by test of China Mobile and outside the field of the use of good results .
