Government procurement is a new field for China. It is unreal and wasteful for us toprefect our legal system of government procurement by internal drive presently. Therefore wehave to take good measures from other advanced countries and international rules to improveour system of government procurement. It is necessary for us to actively take part in thenegotiation of government procurement. After entry to WTO, we are developing towards amore open space that means we have opened our government procurement market to foreigninvestors and we also have to treat foreign suppliers equally. Only in this way, we canestablish a sound legal system of government procurement, promote fair competition,improve service quality, strengthen the competitive ability of our domestic suppliers and makethem participate in international competition better. How to make government procurementrules in the new round negotiation of service trade has been discussed in this article. Afterreviewing the negotiating process, progress and present difficulties in face of us, the authorplace great emphasis on several core and difficult questions, for example, the scope of Article13 in GATS, the scope and definition of government procurement in service, the transparencyand procedure in the negotiation of government procurement in service and what kind ofmultilateral framework will be established. This article concluded the negotiation progress ofthe above questions and made comments for each phase of negotiation based on conclusion.At the same time, this article provided some realistic suggestions from Chinese presentstanding in the negotiation of government procurement in service in terms of prediction offuture trend of negotiation.
