The North America Electric Reliable Council (NERC) designed control performance standards CPS1 and CPS2 to replace Criteria Al and A2 in 1997. Control areas are expected to be in compliance with CPS standards since 1998. The standards are tried firstly in East China Power Grid and FuJian province in 2001.No matter putting the standards into practice or studying the theory, we both lag behind foreigners at present. We still adopt modified Criteria A series widely. Since the grids condition are distinct in many aspects such as managing system, AGC control mode, grids structure and so on, there are something matter with putting the CPS on the Chinese grids without profound understanding. For going deep into CPS and studying on a suitable performance standard in our country, an efficient tool is badly in need.This paper dose the research on the simulation system of interconnected power grids operation and control. First of all, this paper finishes the analysis and modeling on frequency control of interconnected power system, then expounds AGC and CPS, and studies the request of CPS on the individual control area, and completes the modeling on interconnected power grids operation and control on those foundations. Finally, this paper simulates several control strategies on the simulation system, compares and analyzes the result of the simulation. It is proved that this system works well.Compared to the general power system simulation software, this paper makes the control area model particularly, and provides a control strategy interface, a control performance standard computing module and interface, a datum output module and so on, that has great advantages on obtaining datum wanted compared to simulation soft wares in existence. Researchers can make an efficient research on evaluating the system control performance with it.
