A Study on Strategy-based Performance Evaluation of Engineering Department Managers in Real Estate Enterprises

Real estate engineering department is the central department of real estate enterprise. The successful performance evaluation of engineering department manager is the essential guarantee of enhancing the project managing level and realizing the objectives of the enterprises. On the basis of summarizing the methods and theories of performance evaluation at home and abroad, the author researched and discussed deeply strategy-based performance evaluation of engineering department managers and how to evaluate the performance management system of the managers and the necessary guarantee of establishing this system with the view of practical applications, enterprise strategies, and the working features of the engineering department managers.Various performance evaluation theories were used in this thesis. BCS ideology, PFBSC and KPI were combined together, and these theories were led into the formulation of performance evaluation index system in order to make it more pertinent and operable. The existed documentation was used adequately in this thesis, and many research methods were adopted thoroughly, such as comparison and classification, analysis and integration, induction and deduction, and case analysis. In the end, the author applied the strategy-based performance management system constructed by X company, authenticated further the general structure of engineering department managers’ performance evaluation systems based on enterprise strategies, examined and summarized the rationality and applicability of performance evaluation system, and came up with suggestions to improve it.The innovation of this thesis is that PFBSC and KPI were used to carry out target management to evaluate the engineering department managers effectively on the basis of strategy analysis. The author expected to provide reference for the engineering department managers to do well in team management and carry out interior performance assessment and evaluation through constructing the managers’ performance management system of real estate enterprises on the basis of strategies.
